{"id":13585,"date":"2022-11-21T09:59:37","date_gmt":"2022-11-21T08:59:37","guid":{"rendered":"https:\/\/saludporderecho.org\/?p=13585"},"modified":"2022-11-28T11:17:49","modified_gmt":"2022-11-28T10:17:49","slug":"licensing-and-access-to-health-technologies-overcoming-the-obstacles-to-public-on-public-investment-in-rd","status":"publish","type":"post","link":"https:\/\/saludporderecho.org\/en\/licensing-and-access-to-health-technologies-overcoming-the-obstacles-to-public-on-public-investment-in-rd\/","title":{"rendered":"Licensing and access to health technologies: overcoming the obstacles to public on public investment in R&#038;D"},"content":{"rendered":"<p>Today, during an online event together with different international organizations, we presented <strong>our report <\/strong><a href=\"https:\/\/saludporderecho.org\/wp-content\/uploads\/2022\/11\/Licensing_Access-to-Health-Techologies.pdf\"><em><strong>Licensing and access to health technologies: overcoming the obstacles to public on public investment in R&amp;D<\/strong><\/em><\/a>, which we produced together with <strong>Health Action International.<\/strong><\/p>\n<p><iframe title=\"YouTube video player\" src=\"https:\/\/www.youtube.com\/embed\/Dn09YVGHPek\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<p>Both the event and the report sets out from the assumption that <strong>public support for research<\/strong> and development of biomedical products is important for scientific progress and for enabling <strong>innovative health technologies to reach markets and patients.<\/strong> Such support, whether financial or in-kind, is essential in the early stages of research for products such as vaccines or CAR-T therapies.<\/p>\n<p>Regrettably, more often than not, <strong>the end products are subsequently marketed by private companies<\/strong> at exorbitant prices that generate massive profits for them. <strong>Ensuring performance and social return on public investment remains a major challenge for all funders and public research institutions.<\/strong><\/p>\n<p>Through interviews with institutions around the world and experts in technology transfer, <strong>the new report addresses the main issues affecting the public and non-exclusive licensing of research undertaken by publicly supported institutions.<\/strong> It discusses not only <strong>legal and administrative obstacles<\/strong>, such as intellectual property rights, but also the <strong>internal policy dilemmas<\/strong> faced by practitioners and institutions.<\/p>\n<p>It also provides a <strong>comprehensive analysis of what works, what does not work and what can be improved<\/strong> to ensure better access to health technologies developed with public support. Accordingly, the report offers <strong>five final recommendations<\/strong> relating to the market, intellectual property rights, licensing barriers, funding and ad-hoc initiatives.<\/p>\n<p>You can
