Ahead of the European Council meeting taking place tomorrow<\/strong> in Brussels, where the political priorities of the European Union’s future Multiannual Financial Framework (MFF) will begin to take shape, Salud por Derecho, together with 19 medical, environmental and social organisations, is calling for the climate crisis to be treated as a public health priority in the next EU budget. Delaying the investments needed to reduce emissions and pollution will come at an ever-increasing cost to public health<\/strong> and will place additional pressure on European health systems.<\/p>\n

In this context, we have presented the manifesto Investing in climate means investing in health<\/strong>, in which we call for a budgetary response commensurate with the health risks associated with climate change.<\/p>\n

The health impacts of the climate crisis are already a reality across Europe. Heatwaves, air pollution and extreme weather events are increasing the burden of disease and disproportionately affecting people in situations of greater vulnerability<\/strong>. During the summer of 2024 alone, an estimated 62,774 people died in Europe from heat-related causes. In addition, 95% of the European Union’s urban population<\/strong> continues to be exposed to fine particulate matter levels exceeding those recommended by the World Health Organization.<\/p>\n

We believe that the current proposal for the EU budget does not match the scale<\/strong> of the climate and health challenges facing the continent. We therefore call for at least 50% of the EU budge<\/strong>t to be allocated to climate action, nature protection and pollution reduction, including a dedicated allocation to advance towards the EU’s zero pollution objectives.<\/p>\n

We argue that the European Union budget must reflect the fact that the climate crisis is, fundamentally, a public health crisis<\/strong>. Investing in emissions reductions and pollution prevention is not only an environmental commitment; it is also one of the most effective ways to prevent disease and avoid unsustainable pressure on health systems<\/strong> in the future.<\/p>\n

We also warn against the risk of diluting dedicated instruments such as the LIFE<\/strong> Programme within broader budget lines, as this would hinder monitoring and reduce the effectiveness of investments aimed at improving air quality and strengthening climate adaptation. We further call for a definitive end to EU funding for activities linked to fossil fuels<\/strong> and for the establishment of safeguards to ensure that EU funds do not support projects with harmful impacts on the environment or public health.<\/p>\n

In addition, we propose incorporating health impact assessments into programmes financed<\/strong> by the European Union. Understanding how budgetary decisions affect people’s well-being would improve planning, help direct investments more effectively and anticipate risks before their consequences place additional burdens on health systems.<\/p>\n

Finally, we stress that climate change does not affect everyone equally. We therefore call for future European investments to pay particular attention to those facing the greatest health risks<\/strong> due to their age, living conditions or greater exposure to extreme heat and pollution.<\/p>\n

The manifesto is endorsed by Salud por Derecho, Ecologistas en Acci\u00f3n, Transport & Environment, the Spanish Society of Pulmonology and Thoracic Surgery (SEPAR), REVO Prosperidad Sostenible, ECODES \u2013 Foundation for Ecology and Development, the 2030 Observatory of the Higher Council of Colleges of Architects of Spain, Fundaci\u00f3n Renovables, Cleantech for Iberia, Mensa C\u00edvica, Amycos, STACYL \u2013 Trade Union of Workers in the Administration of Castile and Le\u00f3n, Renovem-nos, Arquitectura Sana, Eco-union, Ecometro, Fundaci\u00f3n Lovexair, Vivett Arquitectura, the Madrid Association of Public Health (AMaSaP), and the Association of Preventive Medicine and Public Health Residents.<\/p>\n
